Preheat your oven to 350°F (175°C) to ensure even cooking.
In a large mixing bowl, combine the lean ground beef, whole milk, eggs, and taco seasoning.
Add the chopped onion, drained green chiles, crushed tortilla chips, minced garlic, and 1 cup of cheddar jack cheese to the bowl.
Mix all the ingredients together until well combined, being careful not to overwork the meat.
Transfer the mixture to a loaf pan, gently pressing it into shape.
Spread half of the salsa over the top of the meatloaf, then sprinkle with the remaining ½ cup of cheddar jack cheese.
Bake in the preheated oven for 1 hour or until the internal temperature reaches 160°F (70°C).
Remove from the oven and let it rest for about 10 minutes. Garnish with chopped cilantro before serving.
